Annexe
I. External auditingEvery three years, the Organisation shall submit its entire management system to an external independent third-party Assessment and data validation. On an annual basis, the Organisation shall submit its Sustainable Fair Trade Management System Report to an independent external auditor or agency for the validation of the information. The individual auditor or certification agency must be accredited by the WFTO registration agency (see below). II. Communication via the Logo The products of Fair Trade producers, and Fair Trade Organisations may only be shipped with the communicative logo attached after successful completion of the external audit which has demonstrated overall compliance to the criteria described in this document, and where no significant breaches of the Fair Trade principles and other key requirements of the Standard have been found, or are under investigation. Major non-compliances may lead to the exclusion of the Organisation from the SFTMS certification process. The logo shall always carry only the name of the registered organisation and may not be used by any other third party. The following logo has to be used under technical specifications to be downloaded from the WFTO regisration agency: Under development in the end of 2009. III. Certification and Certification Withdrawal Certification In order to ensure the adequacy and effectiveness of an Organisation's Fair Trade management system, the accredited auditor shall, on the basis of his or her assessment of risks, audit key requirements of the SFTMS in the producer groups (or a sample of the producer groups if there are more than 10). The auditor's statement concerning the effectiveness of this aspect of the Sustainable Fair Trade Management System is published in the annual report of the Organisation. Following an initial, pre-certification audit, a recommendation as to certification will be forwarded to the WFTO registration agency. On confirmation of the recommendation, the Organisation will be permitted the use of the Logo, endorsed with the Organisation's trading title and a registration number. This registration number shall be reproduced on all external communications and on relevant product labels. Certification Withdrawal If the Organisation does not wish to re-submit itself to the annual audit process, its name and record will be deleted with immediate effect from the international website. An appropriate statement will be issued and distributed by the WFTO registration agency. Products produced and traded after this date may not carry the Logo. IV. Accreditation of Certification Organisations The accreditation of the certification agency will follow a separate procedure established by the WFTO registration agency and validated by the governance Board. This agency will execute peer reviews and participate in witness audits on a random basis. It may receive and follow-up complaints from third parties. V. Revision The Standard is valid for 5 years and its revision will be started in an open process in the 4th year under the management control of the Board of Governance. VI. Ownership of the Standard The copyright of the SFTMS standard belongs to WFTO. VII. Governance of the Standard From a moral and ethical perspective, the administration of the entire SFTMS system should be overseen by a wider, multi-stakeholder group, to be called the Governance Body (G.B.). The G.B. has the overall responsibility for promoting the Standard in the mainstream business community and to institutional buyers. The role of the G.B. is also to embed the SFTMS into regulatory frameworks, procurement policies and mainstream markets. Through its composition, the G.B. will maintain and promote the highest common shared values and visions of Fair Trade and its practice, as outlined in the current SFTMS requirements and planned guidance documents. The G.B. will validate all editions of the Standard. The G.B. will initiate the revision process of the SFTMS and supporting technical guidance documents every 5 years. It has the authority to arbitrate on sustained and conflicting views in the standard setting process and in cases of serious and legitimate complaints concerning its application in the field. As a final resort, such arbitration will be done by open balloting with a simple majority of votes. The G.B. may perform ad hoc checks on the three levels of the Standard's application:

It is expected that the Governance Body will be appointed after the development of the WFTO international SFTMS Standard. The Governance Board will be nominated and appointed in 2009. Its members will be identified during the stakeholder consultation process and installed under the personal supervision of the President of WFTO. The process of setting up this Governance Body is subject to political discussion and acceptance in the ongoing consultation process. © WFTO March 2009
